Hyderabad: The Telangana Government, under the Congress administration, has set an ambitious goal to generate over Rs 15,000 crore from the Layout Regularization Scheme (LRS). This marks a substantial increase compared to the revenues from previous regimes, aiming nearly double the income generated before.
Previously, while in opposition, Congress had advocated for the LRS to be implemented free of charge. However, upon assuming power, the party has revised its stance. The new plan involves charging regularization fees based on updated land registration values, which have nearly doubled since the previous revisions by the BRS government in July 2021. An additional 0.5 percent charge on vacant lands has also been introduced, adding to the financial burden on beneficiaries.
The LRS process was initially introduced by the K Chandrashekhar Rao government in August 2020, allowing for the regularization of plots in unauthorized layouts. Despite receiving over 25 lakh applications, including significant numbers from municipalities and gram panchayats, the process faced delays due to legal challenges.
With these disputes approaching resolution, the Congress government is pushing to complete the LRS process to boost state revenues. Recent guidelines, issued on July 30, 2024, stipulate that the Centre for Good Governance (CGG) will handle the processing of applications, with approvals granted in three stages.
Deputy Chief Minister and Finance Minister Mallu Bhatti Vikramarka and Revenue Minister Ponguleti Srinivas Reddy have urged officials to adhere strictly to the new guidelines to ensure the smooth implementation of the LRS and timely revenue collection.
